That is, 365/7 = 52.1, so a year can have 52 weeks and 1 day. Not every year can last a full 52 weeks. If the year starts on a Tuesday, it ends on a Thursday and those would not be complete. To say that a year has a certain number of them, it must begin on Monday and end on Sunday.
